"The legal doctrines aimed at justifying fractional-reserve banking have been formulated ex post facto. They have not been based on preexisting legal principles that have given rise to certain legal acts. On the contrary, as we explained in the previous chapter, banking practices have long infringed upon basic, universal legal principles and have done so in response to specific circumstances which have conspired to make these violations possible (human avarice; inadequate regulation; governments’ financial needs; systematic intervention of the authorities and confusion arising from the depositum confessatum, a product of the canonical ban on interest). As is logical, the lack of a legal basis for such a widespread practice soon prompted bankers and theorists alike to search for a fitting legal justification. Moreover, this urge was reinforced by the fact that, on almost all occasions, the government or public authorities ended up being the main beneficiary of fraudulent banking practices. Therefore it is not surprising, given the traditional symbiosis between political authorities and the intelligentsia, that the latter was driven by the former to search for legal grounds to support the practices it permitted and encouraged."

Solidarietà o Sconto che cammina: monete locali emesse direttamente da privati cittadini per contrastare la crisi economica e rilanciare il mercato. Primo lentatese ad aderire all'iniziativa è stato Emanuele Vazzari, trasportatore. “Al momento però – dice Vazzari – nella zona credo di essere l'unico, ma   promuoverò una campagna d'informazione e sensibilizzazione”. Sabato 13 dicembre, 20 imprenditori e commercianti hanno lanciato ufficialmente, da Milano, il progetto Scec: una moneta complementare all'euro emessa non più dalle banche centrali, ma dall'associazione onlus Arcipelago scec. Da più di un anno, Arcipelago è attivo in diverse Regioni italiane. Lo scec è  una specie di biglietto, una seconda moneta, con cui un socio di Arcipelago può pagarne un altro, fino al 20% del costo del servizio. Secondo i sostenitori, anche i Comuni potrebbero beneficiarne, per sopperire ai mancati trasferimenti statali, come l'Ici. “Un sindaco – dice l'avvocato Marco della Luna, sostenitore del progetto – può aderire al progetto consorziando a sé  commercianti, imprese, agricoltori che sottoscrivano un patto di accettazione”. Tuttavia, al momento, nel lentatese, non sembra che il progetto abbia attecchito o convinto le Amministrazioni locali: alcuni non lo conoscono a fondo, altri sono attendisti. Tra i primi, l'assessore al Bilancio di Cogliate, Maurizio Basilico, che non si pronuncia. Tra i secondi, invece, il sindaco di Ceriano, Antonella Ferrario. “E' una possibilità da approfondire”,dice Ferrario. D'altro canto, gli economisti ufficiali considerano lo scec un baratto o un ritorno al passato. Però, gli ideatori dello scec, forti delle loro convinzioni e conoscenze politiche ed economiche, non sembrano dell'idea di mollare: prima cosa, trovare il sostegno della Brianza e dei piccoli e medi artigiani.

Adeodato Ressi (Cervia, 4 settembre 1768 – Venezia, 18 gennaio 1822) è stato un economista e patriota italiano. Di famiglia nobile e agiata, dopo aver conseguito la laurea in giurisprudenza a Pavia, venne eletto deputato della Repubblica Cisalpina. Dal 1800 gli fu affidata la cattedra di economia pubblica all'università di Pavia, dove continuò la docenza anche dopo la prima restaurazione e fino alla soppressione della cattedra, nel 1818. Animato da sentimenti nazionali e da aspirazioni liberali, fu un attivo collaboratore del periodico milanese Il Conciliatore, confrontando su quelle pagine le proprie teorie economiche con quelle di Luigi Porro-Lambertenghi. Con l'accusa di aver partecipato alle cospirazioni animate dal suo conterraneo Piero Maroncelli, nel 1821 venne arrestato e processato a Venezia. Con la sentenza del 6 dicembre 1821, congiuntamente a Silvio Pellico ed altri, Adeodato Ressi fu condannato al carcere duro a vita, per carbonarismo. Associato al carcere di S. Michele in Murano, vi morì il 18 gennaio 1822, pochi giorni prima che giungesse il disposto di riduzione della pena a sei anni. La sua opera più importante è considerata Dell'economia della specie umana, un trattato di economia storica, in quattro tomi, ispirato ai principi liberisti. Sin dall'unificazione dell'Italia, la politica deliberata dei governi fu quella di mantenere il popolo nell'ignoranza e di oberare le famiglie con tasse abbastanza alte affinché dovessero arrabattarsi per sopravvivere. Questo le teneva tanto occupate da non potersi chiedere a chi effettivamente spettasse il diritto sovrano di batter moneta ed i benefici ad esso connessi.
Nel periodo fra le due guerre mondiali è stato il Governo a dirigere direttamente, tramite il Ministro del Tesoro, la politica del Debito Pubblico. Dopo la seconda Guerra Mondiale, è stata la Banca d'Italia, in pratica, a gestire l'indebitamento. Dalla fine della seconda guerra mondiale (primo presidente della Repubbica proveniente da BANKITALIA), lo stato italiano ha evitato accuratamente di spiegare alla gente la differenza tra monetaggio (costi puri di emissione) e signoraggio (potere d'acquisto al valore facciale) e questo con lo scopo preciso di nascondere l'enorme truffa che si cela dietro l'attuale emissione della massa monetaria (iniziata con le AM-LIRE e proseguita con le banconote cartacee ed il credito a vista denominato in euro) che oggi va ad esclusivo favore di soci (occulti e non) di banche private (BCE, Bankitalia, Mediobanca, IntesaSP, Unicredit, etc. etc. - tutta gente che verrà chiamata a rispondere, prima o poi...) creando una massa enorme di debito pubblico, ripudiabile come debito odioso. La malafede venne santificata attraverso l’art. 75.3 Cost. che prevede espressamente che “non è ammesso il referendum per le leggi tributarie e di bilancio, di amnistia e di indulto, di autorizzazione a ratificare trattati internazionali” - tipo Maastricht (Il trattato di MATRIX). Il fatto che lo Stato non siamo noi è evidenziato dal cosiddetto Segreto di Stato - altrimenti ne conosceremmo i contenuti. Più che "Segreto di Stato" occorrerebbe denominarlo "Speriamo che non ci bécchino!". Nel 2000 su internet c'erano solo 17 pagine che parlavano di signoraggio (rendita monetaria effettiva, ben diversa da quella dichiarata dalle banche), oggi ce ne sono già più di 220.000... esiste un rischio mortale per una repubblica corrotta, a causa della collettiva, progressiva, inesorabile presa di coscienza da parte della popolazione (moral hazard). Questo sito ha lo scopo di seguirne gli sviluppi e lasciarne una traccia storica a futura memoria e mònito.
